Dr. Oscar Nuwagaba

Dr. Oscar Nuwagaba brings over 15 years of experience spanning the Green Climate Fund, USAID and the Government of Uganda. Oscar has strengthened institutions’ readiness to access climate finance, designed and implemented locally led climate adaptation projects and advised clients on ESG. His expertise in climate finance mobilization and strategy; policy advisory including NDCs, NAPs, the Paris Agreement, and country platforms; Monitoring, Evaluation, and Learning (MEL); Environmental and Social Safeguards; institutional capacity building; and stakeholder engagement strategy makes him a valuable advisor to partners seeking practical and context-specific solutions. At the GCF, Oscar led rapid evaluations of locally led climate action that directly shaped the Fund’s approach to locally led climate action programming. Beyond strategy development, he built the capacity of several Accredited Entities to establish and operationalize grievance mechanisms and to handle complaints from project-affected communities in line with the GCF’s sustainability framework. Previously, he served as Stakeholder Engagement Manager with USAID-EDC, where he designed and led a project-wide stakeholder engagement strategy. He also managed a climate adaptation portfolio with USAID. Dr. Oscar holds a Ph.D. in Public Administration with a focus on sustainability and innovation from Yonsei University, and has published on just transition, adaptation and public sector innovation. He holds several certifications in Operating Grievance Mechanisms, the Environmental and Social Framework, Managing Environmental and Social Performance, and Climate Change and Indigenous Peoples and Local Communities, among others.
